Malta Permanent Residency Program (MPRP)

In August 2015, Malta introduced the Malta Residency and Visa Program (MRVP), allowing investors to fulfill their dream of immigrating to Europe by purchasing €250,000 worth of Maltese government bonds, providing a pathway for four generations of their family. In January 2020, Malta officially renamed the program to the Malta Permanent Residency Program (MPRP) and implemented it on March 29, 2021. The program underwent changes, replacing the government bond option with an economic contribution plus renting/purchasing property, thereby lowering the application threshold. The renamed Malta Permanent Residency Program promises an official response within 4-6 months after submission, with lower application requirements and a more prominent permanent residency status. Since 2016, the program has received 3,580 applications to date, with the Residency Malta Agency approving 71% of the applications, rejecting 10%, and 3% of applicants withdrawing voluntarily. The remaining 16% are in the processing stage. Currently, 87% of the applicants are from China.

Malta Permanent Residency Program (MPRP) Application Requirements

1. The main applicant must be at least 18 years old

2. Clean criminal record

3. Proof of €500,000 in assets (including €150,000 in liquid assets)

4. Investment Requirements

(1) Economic Contribution:

a. Property Purchase Option: €40,000 application fee + €28,000 economic contribution + €2,000 NGO contribution
(€350,000 for properties in central Malta or €300,000 for properties in Gozo or the south of Malta) or

b. Property Rental Option: €40,000 application fee + €58,000 economic contribution + €2,000 NGO contribution
(€12,000 per year for properties in central Malta or €10,000 per year for properties in Gozo or the south of Malta)

(2) Proof of address: the main applicant needs to purchase or lease a property that meets government requirements and hold it for 5 years

(3) Insurance: Applicants need to have insurance coverage for all medical services in Malta, including hospital coverage, with a coverage amount of €30,000. The premium is approximately €500 per year per person
