Hong Kong Quality Migrant Admission Scheme

The immigration program for Hong Kong is known as the Quality Migrant Admission Scheme (QMAS). It was announced and implemented on June 28, 2006. There are two application options under the scheme: General Points Test and Achievement-based Points Test.

Under the General Points Test, applicants can obtain a two-year visa initially if they meet the requirement of "settling in Hong Kong and making a contribution." After two years, they can apply for an extension. The extension can be granted for a total of eight years in the form of 2+3+3 years (top-tier talent can receive an extension of 2+6 years). After fulfilling the residency requirement of seven years, applicants can apply for permanent residency.

Under the Achievement-based Points Test, applicants can obtain an eight-year visa in a single application. Similarly, after fulfilling the residency requirement of seven years, applicants can apply for permanent residency.

Requirements for Hong Kong Quality Migrant Admission Scheme (QMAS) Application

General Requirements for First-time Application

1. Age: Applicants must be 18 years of age or above


2. No Criminal Record: Applicants must have no criminal record


3. Academic Qualification: Applicants must possess a bachelor's degree or higher


4. Financial Requirement: Applicants must provide proof of savings, with a minimum of HKD 200,000 for a single applicant or HKD 400,000 for families


Qualification for either the General Points Test or Achievement-based Points Test:


【General Points Test】


1. If the applicant's score meets the talent list requirements, the minimum score should be 80 points


2. If the applicant is a talent in the "Financial and Accounting Services" or "Information Technology and Telecommunications" industries or holds a bachelor's degree or higher in science, technology, engineering, or mathematics from a globally recognized university, the minimum score should be 90 points


3. For applicants in other industries who meet the Global Talent Occupation List, the minimum score should be 105 points

【Achievement-based Points Test】

Applicants should fulfill one of the following advantages:


1. The applicant has received awards for outstanding achievements (e.g., Olympic medals, Nobel Prize, national/international awards)


2. The applicant can provide evidence of industry recognition for their work or significant contributions to their field (e.g., receiving a lifetime achievement award from the industry)

Application Process for Hong Kong Quality Migrant Admission Scheme (QMAS)

Assessment and Contract Signing

Global Immigration will assess your eligibility and, upon meeting the criteria, proceed with the contract signing

Receipt of Approval-in-Principle

After receiving the application file number, you will be notified within approximately 9-12 months regarding the application result. Upon approval, you will receive an Approval-in-Principle letter

Arrival and Identity Card Processing

All applicants must arrive in Hong Kong to activate their entry permits (landing slip) and process their identity cards. This can be done on the same day

Submission of Documents

Interview in Hong Kong and Visa Issuance

Within 90 days of receiving the Approval-in-Principle letter, the main applicant must complete an interview in Hong Kong. Upon successful completion, the applicant will be issued the visa and an Approval letter

Receipt of Application File Number

After submitting the complete set of documents, you will receive the application file number issued by the Immigration Department within approximately 1-2 months

For Mainland Chinese Applicants - D Endorsement

Mainland Chinese applicants need to obtain a D endorsement on their Exit-Entry Permit for Travelling to and from Hong Kong and Macau (EEP) for the purpose of stay in Hong Kong
