Hong Kong High-end Talent Pass Scheme - Top 100 Bachelors
The high-end talent pass plan was proposed in October 2022, and applications will start in December 2022, aiming to supplement Hong Kong talents. Applications for this plan are divided into three categories: Category A - high-salary individuals; Category B - top 100 bachelors with more than 3 years of work experience; Category C - top 100 bachelors with less than 3 years of work experience. There is no quota for category AB, and the quota for category C is annual 10,000, first come first served.

1. Bachelor degree from the world's top 100 universities
2. No criminal record
3. If you have accumulated at least 3 years of work experience in the five years immediately before the application, there is no quota limit
4. If you have accumulated less than 3 years of work experience in the five years immediately before the application, the annual quota is 10,000, first come first served
